Alas 4 ngayong umaga umuusad na lamang ito sa bilis na 10 km bawat oras habang patuloy na kumikilos pa rin pakanluran at nasa layong 840 kilometro silangan ng Central Luzon (16.6°N, 130.0°E)
Ayon sa PAGASA, inaasahang magbabago ang direksyong tinatahak ni Leon bukas ng umaga, October 29, 2024, patungong hilagang kanluran.
Sa ngayon, napanatili ni Leon ang lakas ng hangin na 85 km bawat oras malapit sa gitna at pagbugsong umaabot sa 105 km bawat oras.
Inaasahang lalakas pa ang hanging dala nito habang nasa ibabaw ng karagatan.
Dahil dito, hindi pa rin inaalis ng PAGASA ang posibilidad ng pagtataas ng signal number 2 o number 3 sa ilang lugar sa mga susunod na araw.

The center of Tropical Storm LEON was estimated based on all available data at 840 km East of Central Luzon (16.6°N, 130.0°E)
• Intensity
Maximum sustained winds of 85 km/h near the center, gustiness of up to 105 km/h, and central pressure of 990 hPa
• Present Movement
Westward at 10 km/h
• Extent of Tropical Cyclone Winds
Strong to gale-force winds extend outwards up to 520 km from the center

The eastern portion of mainland Cagayan (Santa Ana, Lal-Lo, Gattaran, Baggao, Santa Teresita, Gonzaga, PeƱablanca), the eastern portion of Isabela (Maconacon, Divilacan, Ilagan City, San Pablo, Cabagan, Tumauini, Palanan, San Mariano, Dinapigue), and the northeastern portion of Catanduanes (Pandan, Bagamanoc, Panganiban, Viga)
OTHER HAZARDS AFFECTING LAND AREAS
Depending on how close it will be during its north northwestward movement over the Philippine Sea, the outer rainbands of LEON may affect Extreme Northern Luzon. Furthermore, the trough of LEON may also affect the areas of Visayas, Mindanao, and the western section of Southern Luzon. A Weather Advisory may be issued in the coming hours.
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
The highest Wind Signal which may be hoisted during the occurrence of LEON is Wind Signal No. 2 or 3, but this may still change depending on how close the tropical cyclone will be during its north northwestward movement over the sea east of Batanes.
Furthermore, the wind flow coming towards the circulation of Tropical Storm LEON will also bring gusty conditions (strong to gale-force) over the following areas (especially in coastal and upland areas exposed to winds):
• Today (28 October): Batangas, most of MIMAROPA, most of Bicol Region, Visayas, most of Northern Mindanao, and most of Caraga Region.
• Tomorrow (29 October): Aurora, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Visayas, Dinagat Islands, Surigao del Norte, and Camiguin.
• Wednesday (30 October): Aurora, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Western Visayas, Negros Occidental, and Northern Samar.
HAZARDS AFFECTING COASTAL WATERS

Up to very rough seas over the following coastal waters:
• Up to 4.5 m: The seaboard of Batanes
• Sea travel is risky all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.
Up to rough seas over the following coastal waters:
• Up to 4.0 m: The seaboard of Babuyan Islands and Isabela; the eastern seaboard of mainland Cagayan
• Up to 3.0 m: The seaboards of northern Aurora and Camarines Norte; the remaining seaboard of mainland Cagayan; the northern and eastern seaboards of Polillo Islands, Camarines Sur, and Catanduanes; the northeastern seaboards of Northern Samar and Eastern Samar
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The northern seaboard of Ilocos Norte; the remaining seaboard of Aurora and Northern Samar; the northern and eastern seaboards of Quezon including the remaining seaboards of Polillo islands; the eastern seaboards of Albay and Sorsogon
• Up to 2.0 m: The remaining seaboards of the country.
• Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
TRACK AND INTENSITY OUTLOOK
• LEON is forecast to move westward for the next 12 hours before turning west northwestward tomorrow (29 October) early morning. Considering the current movement, a further westward shift in forecast track is not ruled out. Afterwards, this tropical cyclone may turn northwestward by Wednesday (30 October) until Thursday (31 October). LEON may make landfall over Taiwan by Friday (1 November) early morning before turning north northeastward towards the East China Sea. On the track forecast, LEON may pass closely over Batanes area by Wednesday or Thursday.
• This tropical cyclone is expected to gradually intensify in the next 24 hours and may reach severe tropical storm category by this afternoon. This tropical cyclone may also undergo rapid intensification.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
